Many states, counties, and even cities offer an SBE certification to gain an upper hand as a small business.   1. Be an existent for-profit business in the United States
  2. Be owned by a U.S. citizen or permanent U.S. resident.
  3. Owner must have day-to-day control of the business and operations
  4. Business must be classified as a small business as determined by SBA NAICS size standards (unless otherwise stated by state-specific guidelines)

This can often mean companies reaching out to you, asking you if you would be willing to participate on a government project to help them meet their sub goals.

Prime contractors who utilize SBE vendors as sub receive preference on their bid by the purchasing agency.
