  4. Business must be classified as a small business as determined by SBA NAICS size standards (unless otherwise stated by state-specific guidelines)

This can often mean companies reaching out to you, asking you if you would be willing to participate on a government project to help them meet their sub goals.

Prime contractors who utilize SBE vendors as sub receive preference on their bid by the purchasing agency.
