  1. Be an existent for-profit business in the United States
  2. Business must be at least 51% owned and controlled by women or minorities (e.g., Black, Hispanic, Asian-American or Native American)
  3. Qualifying owner(s) must be a U.S. citizen or permanent U.S. resident.
  4. Qualifying owner(s) must have day-to-day control of the business and operations
  5. Business must be classified as a small business as determined by SBA NAICS size standards (unless otherwise stated by state-specific guidelines)
  6. ** govCerts recommends your business have at least $20,000 in revenue before pursuing the MBE or WBE, though not a requirement.
