Almost all state & local governments offer certifications for general small businesses to help gain a competitive edge when pursuing government contracts and subcontracts. States that offer these small business certifications always have mandatory spending goals with certified firms that must be met annually.

The general guidelines for determining Small Business eligibility are typically as follows:

  • Be an existing, for-profit business in the United States.
  • Be owned by a U.S. citizen or permanent U.S. resident.
  • Owner must have day-to-day control of the business and operations.
  • Small business is usually determined by annual sales/gross revenue of less-than $3M, $5M, or $15M (this varies state-by-state).
  • [FOR LSBE] Local-Small Business Enterprise typically requires the business to have a physical location, and sometimes a local business tax receipt, in the city or county certification is being pursued in.

The Local-Small Business Enterprise (LSBE) certifications are perfect for companies looking to get involved with local contracting. These programs are specifically designed to enhance procurement with locally-based firms. Typically issued by cities and counties, the LSBE is a general certification available to all small businesses.
